The Proposition

DHI AI has built an AI compliance intelligence platform and proven it in rail with V/Line. Rayl has spent 15+ years embedded inside Australia's most technically demanding rail programs, including Transport and Main Roads Queensland — the largest rail capital program in the country. Together, we can take DHI AI's platform to every ONRSR-accredited rail operator in Australia.

The market case is clear. ARISO has 240+ technical standards. Zero address AI. ONRSR has no AI-specific guidance for operators. The UK Office of Rail and Road published its Safe AI Innovation Action Plan in May 2026. The EU AI Act is in force from August 2026. Australian operators are exposed. The first offering in this space that combines rail engineering credibility with a proven AI platform will own the category.

This document proposes a go-to-market partnership: DHI AI brings the platform, Rayl brings the rail sector access, standards expertise, and human-certified sign-off. Five structured service streams. TMR as the opening client. A replicable model for the balance of Australian rail.

Formalise the go-to-market partnership through a channel agreement covering revenue share, IP ownership, and exclusivity by sector and geography. Target: Australian rail sector, Rayl-exclusive channel.

TMR Discovery

Rayl to arrange initial discovery meeting with TMR ETCS program leadership. DHI AI joins as the technology partner. Objective: scope the ETCS Program Intelligence opportunity and identify the fastest pilot use case.

Pilot Delivery

Structured 60-day pilot on a scoped contractor document set from the ETCS L2 program. DHI AI delivers the platform output. Rayl provides the ARISO standards mapping, human-certified sign-off, and ONRSR alignment. Deliverable is an audit-ready compliance report.

QR Engagement

Parallel outreach to Queensland Rail, leveraging the TMR pilot output as reference material. QR SMS Compliance Monitor is the primary proposition — recurring subscription, directly responsive to their documented compliance failures.

Partnership Model

Rayl proposes a channel partnership with Rayl acting as the exclusive go-to-market partner for DHI AI in the Australian rail sector. Revenue share to be agreed, structured to reflect the origination, delivery, and certification work each party contributes. Rayl handles all client engagement, ARISO standards mapping, regulatory strategy, and human-certified sign-off. DHI AI provides the platform, training, and tier-2 support. Joint pursuit of government innovation funding (ARENA, CSIRO, state rail research programs) to support pilot delivery.
